Step 1: HS Code — Is your tariff zero or 75%?
This is the single biggest financial variable when buying lockable metal boxes.
The US Customs and Border Protection (CBP) classification rulings provide a direct reference. In a 2013 ruling, a tin-plated steel box with a mini lock was classified under HTSUS 7323.99.5060 (steel products for table, kitchen, or other household use, tin-plated), with a zero tariff at the time. In another 2012 ruling, a metal lockbox with a combination and key lock, and a coin slot on top, was classified under HTSUS 7323.99.9080, with a 3.4% tariff. The common logic behind both rulings is that these products are considered household storage items, not commercial packaging containers.
The problem is, if misclassified under HTSUS 7326 (other steel products), the effective tariff for goods from China could add up to 75% (25% Section 301 + 50% Section 232 steel and aluminum derivative tariff). Some forum posts also confirm that the Section 232 derivative tariffs apply to Chinese steel products.
